Overview for the Project controls Specialist – Polyethylene
RLPP is seeking a Project Controls Specialist for the Engineering, Procurement, Construction and Pre-Commissioning of the Polyethylene and associated OSBL portion of the Work.
This position will be based in the EPC office and the State of Qatar to execute the Lump Sum EPC for about 41 months. There will be a 2 to 3 month pre-award transition located in The Woodlands Texas, gaining familiarity of the project and onboarding the candidate, followed by 15 to 18 months in an international EPC office (Europe or Asia), and ultimately in the State of Qatar for construction.
Core Responsibilities, Expertise & Skills for the Project controls Specialist – Polyethylene
* Manages all Project Controls activities for the Polyethylene Scope as a member of the Company Project Management Team, executing a Lump Sum Contract
* Reports directly to the Polyethylene Project Manager, with close reporting lines to the central Project Controls team, including the Project Controls Manager, the Lead Planner/Scheduler and the Lead Cost Controller; interfaces on a daily basis with the PMT team for the Polyethylene Scope on the EPC activities
* Provides guidance and oversight to the EPC Contractor’s Project Controls staff of the Polyethylene Scope
* Responsible for the processes and tools used to plan and schedule the scope of work, to monitor and measure progress, and analyze, report, and forecast the performance of the Polyethylene Scope
* Reviews the Contractor submitted baseline schedule and Earned Value Management System to be considered as the project baseline
* Performs analysis and offers corrective actions for meeting planned progress per discipline and for the Polyethylene Scope overall
* Validates submitted progress by analyzing Contractor deliverables as transmitted thru the Master Document Registry (MDR) or other means for analysis and measurement; validates payment milestones by Contractor for invoicing
* Maintains the Polyethylene change management program, information and log; Reviews and processes Contractor’s Notices of Variation Work
* Reviews Contractor’s weekly and monthly reports; Compiles the Company monthly report for the Polyethylene Scope and coordinates with central Project Controls team developing the overall Project monthly report
General Requirements for the Project controls Specialist – Polyethylene
* Bachelor’s Degree or equivalent experience in Project Cost Controls
* 15+ years of PETROCHEMICAL industry experience, 7 to 10 years in Project Cost Controls
* Mega project experience required
* Work experience in Middle East preferred
