Lead Cost Controller – Petrochemical
Overview for the Lead Cost Controller
RLPP is seeking a Lead Cost Controller for the Engineering, Procurement, Construction and Pre-Commissioning of the Ras Laffan Petrochemicals Project.
This position will be based in The Woodlands Project offices and the State of Qatar to execute the Lump Sum EPC for about 48 months. There will be a period for about 8 to 12 months at The Woodlands Project offices, followed by mobilization to Qatar, working at the local project offices and the construction site.
Core Responsibilities, Expertise & Skills for the Lead Cost Controller
* Manages all Cost Control, Forecasting, Analysis and Reporting activities for the Project as a member of the Company Project Management Team, executing a Lump Sum Contract
* Reports directly to Project Controls Manager and interfaces with the Lead Planner/Scheduler and the Project Controls Specialists of the different Scopes (Early Works/Pipeline, Ethylene, Polyethylene)
* Responsible for the processes and tools used for cost control of the Project, monitor and measure progress versus the Budget, and report and forecast Project cost and spending
* Reviews the EPC Contractor submitted invoices and Earned Value; validates cost reports submitted by analyzing Contractor deliverables as transmitted thru the Master Document Registry (MDR) or other means for analysis and measurement; and validate payment milestones by Contractor for invoicing
* Performs analysis and offers corrective actions for meeting planned spending
* Initiates appropriate action when total forecast indicates allocated funds will be exceeded
* Maintains Project overall change management program, information and log; Reviews and processes Contractor’s Notices of Variation Work; Validates cost estimates
* Supports the Project during the contract changes/claims process providing the cost impact analysis
* Reviews Contractor’s weekly and monthly reports; supports developing the overall monthly report
General Requirements for the Lead Cost Controller
* Bachelor’s Degree or equivalent experience in Project Cost Controls
* 15+ years of PETROCHEMICAL industry experience, 7 to 10 years in Project Cost Controls
* Mega project experience required
* Work experience in Middle East preferred
